Bureaucratic reform policy framework that has been prepared by the government is assessed to be not fully run. It is due to the facts that the draft of bureaucracy reform having been made to accommodate the aspects of characteristic differences across agencies and regions. Meanwhile, an agency has different problems and resources.
"In the implementation it will inevitably face obstacles as the government apply the policy reforms evenly. Bureaucratic reforms are not drawn up according to the characteristics of each ministry agency as each institution has its different conditions as well as resources, "explains Gumilang Aryo Sahadewo, lecturer on Master of Economics of Development FEB UGM, on Tuesday (29/5).
Every institution has a different preparedness, therefore it is inappropriate to generalize the implementation of reform policies. Ideally, the bureaucratic reform is drawn up by the characteristics of each ministry and agency. "Indicators and parameters of the implementation of each institution should be tailored specifically to achieve the target institution," he explained.
Aryo mention that the poor quality of public services becomes the beam directed to the government bureaucracy in providing public services. Although the public services in the reformation era has been expected to be improved by the people of Indonesia, the way into the change has not been significantly good. People tend to show less response as the public services has demonstrated a setback. "It is mainly indicated by the appearance of numerous flaws in the public service. Moreover, the procedure and system are still maze like and deliberate human resource," he said.
This fact is encouraging Master of Economics of Development FEB UGM to held a seminar on how to formulate a recommendation to the relevant government ministries and agencies in the high level as well as regional level related to the bureaucracy reforms. During the national seminar with the theme "Challenges and Opportunities of Reforms in Indonesia" will also introduce the bureaucracy reforms particularly in local government. "It will also discuss the complexity of the design as well as the implementation prospect of bureaucratic reforms. As well the discussion includes the implementation of reforms from the standpoint of the government bureaucracy," said Aryo which also serves as chairman of the seminar committee.
The series of seminars, starting with a workshop on June 1st, 2012 which will be moderated by Mr. Abdul Halim (Lecturer of Master of Economic of Development FEB UGM). While the national seminar will be held on June 2, 2012 at the Hyatt Hotel Yogyakarta is scheduled to be opened by the Minister of Administrative Reform and Bureaucratic Reform. Presenting a number of speakers such as Erry Riana Hardjapamekas (Chairman of the Independent Reforms), Bambang Wijayanto (KPK), Prof. Wihana Kirana Jaya (Lecturer of Master of Economics of Development FEB UGM), and Prof. Ainun Na'im (Secretary General and chairman of the reform team at Kemendikbud). They also present a number of leaders from several regions in Indonesia such as the Governor of Jambi, the Governor of Banten, the Head of District Administrative of Gunungkidul, and the Mayor of Tangerang.
The outcome of the seminar is expected to be able to accommodate the complexity of bureaucratic reforms and the design according to the characteristic differences across institutions and regions. "Each institution has different preparedness for we can not treat the policy of bureaucratic reforms evenly," he added.
