Indonesia Infrastructure Roundtable (IIR): Equitable Risk Allocation

Inclusiveness is an essential ingredient for society’s welfare. Equality of opportunity in terms of access to markets, resources, and just rule of laws are key for inclusiveness. For growth to be inclusive, productivity must be improved and new employment opportunities must be created. Infrastructure investment is critical for equitable welfare distribution.

Adequacy in infrastructure investment is the foundation to achieve Sustainable Development Goals (SDGs). Policymakers should rely on sustainable and resilient infrastructure in achieving SDGs. Resilient infrastructure provides positive ripple effects during and after crisis. Sustainable infrastructure will increase the efficiency of the economy while also pursue inclusivity and equitable provision of public goods, hence, generates multiplier effects in terms of benefits creation.

Inadequate infrastructure investment, along with growing inequalities and climate and environmental change have exacerbated the economies’ vulnerabilities to shocks such as the Covid-19 pandemic. Underprovided infrastructure yields detrimental impact for the economies to recover sustainably and inclusively amidst global crisis. There is an urgent need to provide policies alternatives to address those challenges.

One of the major problems in infrastructure provision and financing is the presense of inequitable risk allocation. Equitable risk allocation will lead to a more non-distortionary effect of resource allocation, which in turn, will lead to a more equitable welfare of societies. Task Force 8 (one of the task forces in Think20 or T20—official engagement group of G20) which will be represented by PT PII (IIGF Institute), P2EB FEB UGM and ERIA intends to hold Indonesia Infrastructure Roundtable (IIR) with theme “Equitable Risk Allocation”.

Economist and Lecturer at the Department of Economics, Faculty of Economics and Business, Universitas Gadjah Mada (FEB UGM), Wisnu Setiadi Nugroho, S.E., M.Sc., M.A., Ph.D., highlighted the increasing difficulty young people, including graduates from top universities, face in finding jobs that match their competencies.
