The Faculty of Economics and Business, Universitas Gadjah Mada (FEB UGM), through the Center for Information Systems Studies (PKSI), presented the Gadjah Mada Digital Transformation Governance Index (GM-DTGI) Awards 2025. The awards went to Indonesian regencies and city governments successfully implementing digital governance transformation. The awarding occurred during the National Seminar “Optimizing Big Data in Local Government Governance to Support the Acceleration of Digital Transformation” on Thursday (September 18, 2025) at the MM FEB UGM Auditorium.
The GM-DTGI Awards 2025 marked the second PKSI FEB UGM to hold the event. It presented the ranking results regarding the readiness and implementation of digital transformation governance in regencies and city governments across Indonesia.
Professor Syaiful Ali, MIS, Ph.D., Ak., CA., the lead researcher of GM-DTGI, explained that the assessment, carried out in 2025, involved 508 regencies and city governments. GM-DTGI, an innovative index launched in 2024 to evaluate digital transformation performance in local governments, assessed the implementation of the Electronic-Based Government System (SPBE) and other digital innovations applied by local governments across Indonesia. The evaluation focused on seven key areas: governance and leadership; regulations and policies; public administration reform and change management; data governance; digital ecosystems; user-centered platform design; and cybersecurity and privacy. The assessment process used data-based evaluations that local governments verified directly.
For the best-performing city governments in GM-DTGI 2025, Semarang City secured first place, followed by Bandung City in second, Surabaya City in third, Yogyakarta City in fourth, Pekalongan City in fifth, Makassar City in sixth, Banda Aceh City in seventh, Denpasar City in eighth, Pekanbaru City and Depok City tied in ninth, and Singkawang City in tenth.
Meanwhile, in the regency category, Banyuwangi Regency claimed the top position. Sukoharjo Regency came in second, Badung Regency in third, and Sleman Regency in fourth. Bantul Regency, Sragen Regency, and Sidoarjo Regency tied for fifth place. Tegal Regency came in sixth, Sumedang Regency came in seventh, Bogor Regency in eighth, Tanah Bumbu Regency in ninth, and Penajam Paser Utara Regency in tenth.
Also, awards went to each Indonesian province’s best regencies and city governments. Some of them include Banda Aceh City, Badung Regency, Tangerang City, Rejang Lebong Regency, Yogyakarta City, Gorontalo Regency, Jambi City, Bandung City, Semarang City, Banyuwangi Regency, Singkawang City, Tanah Bumbu Regency, Katingan Regency, Penajam Paser Utara Regency, Nunukan Regency, Bangka Regency, Batam City, Lampung Tengah Regency, Ambon City, Ternate City, Lombok Barat Regency, Manggarai Regency, Jayapura City, Kaimana Regency, Raja Ampat Regency and Sorong City, Pegunungan Bintang Regency, Merauke Regency, Mimika Regency, Pekanbaru City, Majene Regency, Makassar City, Banggai Regency, Baubau City, Tomohon City, Padang Panjang City, Ogan Komering Ilir Regency, and Medan City.
Deputy Minister of Communication and Digital of the Republic of Indonesia, Nezar Patria, S.Fil., M.Sc., M.B.A., congratulated the regency and city governments that received the GM-DTGI 2025 awards. He also appreciated FEB UGM for developing the Digital Transformation Governance Index and for recognizing local governments that strive to implement digital transformation in their governance practices.
